There
seems to be a problem concerning the invoice sent to the Huntsville Track
Club RRCA Club #40) from the RRCA.
I
sent the RRCA the following email on September 25, 2002 with the Huntsville
Track Club Roster attached. (Can forward the complete email with
attachment if you request.)

that the last update sent in for the HTC was June 24. It is our
understanding that the Fall Footnotes has been mailed. As of this date
members of the Huntsville Track Club have not received their copy.

There
was no follow up from you that your above reply was incorrect.
The
HTC membership database sent to the RRCA on September 25 included 701
members. If that is not correct please send to me the HTC members you
have listed in the RRCA database and I will check it for names that are no
longer members and provide you a corrected membership list.
I
understand there have been changes in the interpretation of the RRCA Bylaws by
the current RRCA administration and thus the current RRCA Billing Policy last
approved by the RRCA member clubs at the 2001 convention is being disregarded
by the current administration. This email is not to debate those
issues. That is not your responsibility and I will debate those issues
with the RRCA Board.
It
is clear to me that the second sentence of RRCA Bylaw Article V - A. states
that the number of members of record for a local road runner club as
of September 30 shall be the total on which annual dues shall be
determined. It is my interpretation that the membership list for a club would
have to be submitted by that club and it would be the last membership list
submitted on or before September 30. It is my understanding from your
email reply that you accepted the membership database emailed to the RRCA on
September 25, 2002, as the current HTC membership. Billing the Huntsville
Track Club for anything else is a direct violation of RRCA Bylaws.
The
last membership list submitted by the Huntsville Track Club was for 701
members. Any number you may have prior to that date would be out-of-date
and/or incorrect. If you have some other number from whatever your
source, please disregard it as it was/is no longer correct. ONLY 701 HTC
members exist in the RRCA database, the additional 416 in your
invoice for 1117 do not exist in the RRCA database and thus could not
receive RRCA Footnotes or other RRCA services. I feel sure the RRCA Board
in their October 18/19 meeting did not intend to charge clubs for
members that do not exist.
The
Huntsville Track Club would appreciate your sending a amended invoice for
the correct number (701) of HTC members. I cannot take the
existing invoice to the HTC Board for approval to pay RRCA dues and insurance
because it is incorrect.
